କୌଣସି ଦେଶର ବା ଜାତିର ଶକ୍ତିର ସଙ୍କେତସୂଚକ ଚିହ୍ନ; ଜାତୀୟ ନିଶାଣ —Coat of arms; the heraldic bearring or igsignia or embroidered surcoat worn over the coat of mail of the warrior of a country or state, or nation.
[ଦ୍ରଷ୍ଟବ୍ୟ —ଶ୍ରୀଯୁକ୍ତ ନରସିଂହ ଗନ୍ତା ଏତ, ବିଶେଷ୍ୟ - ଇ. ଓଡ଼ିଶାର, "ଶକ୍ତି ସଙ୍କେତ" ରୂପେ ନିମ୍ନ— ଲିଖିତ ଚିତ୍ରଟି ଉଦ୍ଭାବନ କରିଅଛନ୍ତି; ଏ ଚିତ୍ରରେ ବ୍ରହ୍ମପୁରର 'ନଉ ଓଡ଼ିଶା' ନାମକ ଇଂରାଜି ଦୈନିକ ସମ୍ୱାଦପତ୍ରର କପି ରାଇଟ୍ (ମୁଦ୍ର ଣାଧିକାର) ଥିବାରୁ ତହିଁର ସମ୍ପାଦକ ଭାଷାକୋଷରେ ଏହା ପ୍ରକାଶ କରିବାକୁ ଅନୁମତି ଦେଇ ଅଛନ୍ତି—(ଶକ୍ତି ସଙ୍କେତ—ଅନ୍ୟରୂପ) ନିଉଓଡ଼ିଶାର ସମ୍ପାଦଙ୍କ ପ୍ରଦତ୍ତ ବ୍ଳକ୍ରୁ ତାଙ୍କ ଅନୁମତି କ୍ରମେ ପ୍ରକାଶିତ Published with the courstesy of the Editor "The New Orissa"

ORISSA COAT OF ARMs.
(ଓଡ଼ିଶାର ଶକ୍ତିସଂକେତ ବା ଜାତୀୟ ନିଶାଣ)
Orta non occidit or Once Risen Never Sets. This is the motto of the Orissa Coat of Arms desinged by Mr. Narasinha Gantayat, Appentice Civil Engineer, Orissa Central Civil Works. Late Reverend Father Bertram, Ex, Vice chancellor Madras University and Prrincipal Layala College, Madras made its study as follows:-
୧. Field-Sky-blue.
୨. At the bottom,-the sea with a barge (all natural colour), to signify the specia features of Orissa,-extensive sea board. The barge is the symbol of the achievements of the Oriyas on thed sea. The Oriyas were once a sea- faring race.
୩. A silver chevron,-to separate the bottom of the shield from the upper part of it and to prevent the shield looking empty.
୪. The two symbols representing two special features of Orissa:- (i) Barabati fort, the stronghold of the kings of Orissa where the Oriyas saw a glorious past. (ii) The famous Puri temple-a great social and religious centre. The cult of Jagannath is the symbol of Oriya culture which is a form of universal brotherhood. It is this peculiar trait of Oriya culture that makes the historic race distinguished among the races of India.
୫. The gold star is the symbol of Orissa, its glory, the genius of its race etc. This star rises but does not set. It is the central object of the shield and gives it its significance. Hence the motto 'Orta non occidit' which means 'Risen once, never sets'.
୬. The cusp with two crosse swords is the symbol of the warlike character of the Oriyas and of their military glory. The two swords are fastened together to show unity; hence U. O.— United Orissa.
୭. The fresh green leaves-sign of hope. The Oriyas will start revival of their past glory with full hope and confidence. Briefly, the different symbols of the cusp signify the past glory, the present hope and the future determination of the Oriyas.

- ୨. ଚିତ୍ରର ତଳ ଭାଗରେ ସମୁଦ୍ର ଉପରେ କ୍ଷୁଦ୍ର ନୌକାଟିଏ ଭାସମାନ (ସମଗ୍ର ଅଙ୍କିତ ରଙ୍ଗ ବିଶେଷ ପ୍ରାକୃତିକ ବୋଧ ହୁଏ) ଓଡ଼ିଶାର ବିଶେଷତ୍ୱ ସୁବିସ୍ତୀର୍ଣ୍ଣ ଉପକୂଳ, ସମୁଦ୍ର ଓ କ୍ଷୁଦ୍ର ନୌକାଦ୍ୱାରା ସୂଚିତ ଦିନେ ଓଡ଼ିଆ ଜାତି ସମୁଦ୍ର ଯାତ୍ରାରେ ଅତୀବ ପାରଦର୍ଶୀ ଥିଲା ସେହି ଜଳଯାତ୍ରାକୁଶଳ ଓଡ଼ିଶାର କୃତିତ୍ୱ—ସୂଚକ ସଙ୍କେତ ପଟ୍ଟୁରେ କ୍ଷୁଦ୍ର ନୌକା ରୂପେ ପ୍ରଦର୍ଶିତ (ଅତୀତରେ ଉତ୍କଳୀୟମାନେ ଜଳଯାତ୍ରା ଯୋଗେ ସୁମାତ୍ରା, ବୋର୍ଣ୍ଣାଓ, ୟାବା ଓ ଅନ୍ୟାନ୍ୟ ଦ୍ୱୀପସହ କାରବାର କରି ଅଜସ୍ର ଧନ ଉପାର୍ଜନ କରୁଥିବାର ପ୍ରମାଣ ଓଡ଼ିଶା ଇତିହାସରୁ ଯଥେଷ୍ଟ ମିଳେ ଶ୍ରୀମତୀ ଚନ୍ଦ୍ରମଣି ଦେବୀଙ୍କ କୃତ 'ନୀଳଗଗନ ତାରା'ରେ ଲିଖିତ ଅଛି— ହେଉଥିଲେ କାରାବାରରେ , ନୀଳଗମନ ତାରା ! ସୁମିତ୍ରା, ବୋର୍ଣ୍ଣାୟ, ଜାବାଦ୍ୱୀପ ପରା ଆମରି ଧନ ଭଣ୍ଡାରରେ, ନୀଳଗଗନ ତାରା! ସାତ ପରବତ ଟାଳି ରେ, ନୀଳଗଗନ ତାରା! ମୁଣ୍ଡାମୁଣ୍ଡା ସୁନା ଆଣୁଥିଲେ ନାବେ ବିଦେଶୁ ପାଳିତ ପାଳିରେ, ନୀଳଗଗନ ତାରା!
- ୩. ଶିଖରାକୃତି ଶୁଭ ରଜତାଭ କଟିବନ୍ଧଟି ପଟ୍ଟୁର ତଳଭାଗକକୁ ତାହାର ଊର୍ଦ୍ଧ୍ୱ ଭାଗଠାରୁ ପୃଥକ୍ କରି ଛବିର ନଗ୍ନତା ଲୋପ କରିଅଛି
- ୪. ଓଡ଼ିଶାର ଦୁଇଟି ବିଶିଷ୍ଟତା ଦୁଇଟି ସଙ୍କେତଦ୍ୱାରା ଚିହ୍ନିତ ହୋଇଅଛି:— ପ୍ରଥମଟି—ଓଡ଼ିଶାର ଅତୀତ ଗୌରବର ମୂକ ସାକ୍ଷୀ ଓ ଉତ୍କଳ ନରପତି ବୃନ୍ଦଙ୍କକ ଅଭେଦ୍ୟ ଦୁର୍ଗ ବାରବାଟି ଦ୍ୱିତୀୟଟି—ଧର୍ମ—ପୀଠ ଜଗତ୍ପ୍ରସିଦ୍ଧ ପୁରୀମନ୍ଦିର ଓଡ଼ିଆଙ୍କ ସାର୍ବଜନୀନମୈତ୍ରୀଭାବ ଓ ସଭ୍ୟତା ପୁରୀ ଜଗନ୍ନାଥଙ୍କ ପ୍ରଚାରିତ ଦୀକ୍ଷାରେ ଅନୁପ୍ରାଣିତ; ବିଶ୍ୱଭ୍ରାତୃଭାବ ଓଡ଼ିଆ ସଭ୍ୟତାର ଏକ ବିଶେଷତ୍ୱ, ପୁଣି ଏହି ବିଶିଷ୍ଟଗୁଣ ଯୋଗୁଁ ଭାରତର ଅନ୍ୟାନ୍ୟ ଜାତି ମଧ୍ୟରେ ଓଡ଼ିଆ ଜାତି ଆଜି ଇତିହାସ ପ୍ରସିଦ୍ଧ
- ୫. ଓଡ଼ିଶାରୁ ଜାତୀୟ ପ୍ରତିଭା ଓ ଯଶାକୀର୍ତ୍ତୀ ସ୍ୱର୍ଣ୍ଣ ନକ୍ଷତ୍ରଟିଦ୍ୱାରା ସୂଚିତ ହୋଇଅଛି ଏ ନକ୍ଷତ୍ର ଉଦୟ ହୋଇଅଛି କିନ୍ତୁ କଦାଚ ଅସ୍ତ ହେବ ନାହିଁ ନକ୍ଷତ୍ରଟି ପଟ୍ଟୁର ପ୍ରଧାନ ବସ୍ତୁରୂପେ ସନ୍ନିବିଷ୍ଟ ହୋଇ ପଟ୍ଟୁଟିକୁ ଭାବରଞ୍ଜିତ କରିଅଛି ଅତଏବ ପଟ୍ଟୁର ଅନ୍ତର୍ନିହିତ ମନ୍ତ୍ର—"ହୋଇଛି ବାରେ ଭବେ ଯର ଉଦୟ, ଘଟିବ ନାହିଁ କେବେ ତାର ବିଲୟ" ଅର୍ଥାତ୍ ଉତ୍କଳର ଗୌରବ ଥରେ ଉଚ୍ଚ ଆଉ କଦାପି ଅସ୍ତ ହେବ ନାହିଁ
- ୬. ପଟ୍ଟୁର ଶିରୋଭାଗରେ ଯେଉଁ ଦୁଇଟି ଶାଣିତ କୃପାଣ ମୁଖାମୁଖି ହୋଇ ତେରଛା ଭାବରେ ପରସ୍ପର ଛନ୍ଦା ହୋଇଅଛି, ତାହା ଓଡ଼ିଆ ଜାତିର ସମରକୁଶଳତା ଓ ରଣକୀର୍ତ୍ତି ଘୋଷଣା କରୁଅଛି ଦୁଇଟି ଖଡ୍ଡ ଏକତ୍ର ବନ୍ଧାହୋଇ ଏକତାର ପରିଚୟ ଦେଉଅଛି; ଅତଏବ ଇଂରାଜି ଅକ୍ଷରଦ୍ୱୟ U O (ୟୁ ଓ) (ସମ୍ମିଳିତ ଓଡ଼ିଶା) ସଂକ୍ଷିପ୍ତଭାବେ ଅଙ୍କିତ ହୋଇଅଛି
- ୭. ସଜସାଗୁଆ ରଙ୍ଗର ପତ୍ର ଗୁଚ୍ଛଟି—ଆଶାର ଚିହ୍ନ ମାତ୍ର ଓଡ଼ିଆମାନେ ପୂର୍ଣ୍ଣ ଆଶା ଭରସାରେ ଅତୀତ ଗୌରବର ପୁନରୁଦ୍ଧାର କରିବାକୁ ଉଦ୍ୟତ ହେବେ ସ୍ଥୂଳତଃ—ଓଡ଼ିଶାର ଏହି ଜାତୀୟ ନିଶାଣରେ ସମଗ୍ର ଓଡ଼ିଆ ଜାତିର ଅତୀତ ଗୌରବ, ବର୍ତ୍ତମାନ ଆଶା ଓ ଭବିଷ୍ୟତ ସଂକଳ୍ପ ଏକାଧାରରେ ସୂଚିତ ହୋଇଅଛି
ବିଶେଷ ଦ୍ରଷ୍ଟବ୍ୟ—ପଟ୍ଟୁରେ ଅଙ୍କିତ ପଦାର୍ଥଗୁଡ଼ିକ ସାଙ୍କେତିକ ଭାବେ ସନ୍ନିବିଷ୍ଟ ସେ ଗୁଡ଼ିକ ପ୍ରକୃତ ପ୍ରତିକୃତି ବୋଲି ଧରାଯିବା ଉଚିତ ନୁହେଁ]
